INTRODUCES BIOFUELS RESERVE LEGISLATION
Congresswoman Marcy
Kaptur (D-OH) introduced the Biofuels Energy
Independence Act of 2003, H.R. 130, as her first bill
of the 108th Congress. The legislation would promote
U.S. energy independence by authorizing the Department
of Agriculture to create a Biofuels Feedstocks Energy
Reserve.
The establishment of a
Biofuels Reserve would encourage farmers to set aside
a small portion of their agricultural production to be
converted into biofuels. Grain would be stored in
silos for rapid conversion into ethanol and biodiesel
for emergencies and fuel shortages.
"America needs a
'declaration of energy independence.' We must replace
imported petroleum with renewable energy that will
create thousands of jobs, control pollution, cut
greenhouse gas emissions, and restore our freedom,"
said Kaptur.
The purpose of this conference is to provide the
latest information about the production and use of
biofuels such as soydiesel, ethanol and other fuels
made from biomass resources and strategies for
industry development in Ohio and Michigan.
Discussions will include the role of agriculture,
transportation, government, and related industries
that support the biofuels industries.
The near term goal is to
provide correct and positive information for
education, promotion, production and use of biofuels
in Ohio and Michigan. The target audience will
include representatives from agricultural,
transportation industries including fleet managers,
environmental organizations, regulatory officials,
policy makers, and researchers.
