August 11, 2003Refiner says waiver won't end Calif. ethanol use HOUSTON, Aug 8 (Reuters) - Tesoro Petroleum Corp. (nyse: TSO - news - people) said on Friday it will switch to producing ethanol-blend gasoline at its California refinery even if the state gets permission from the U.S. Environmental Protection Agency to use gasoline without the additive.
Tesoro, which operates a 161,000 barrel per day refinery in Martinez, California, is one of two refiners in the state not currently producing gasoline with ethanol, which reduces tailpipe emissions and adds octane.
The state has asked for a waiver from a federal law requiring a so-called "oxygenating" additive to reduce air pollution on grounds that its own standards were stricter than federal rules and refiners could produce cleaner gasoline without them.
Tesoro currently makes most of its gasoline with the oxygenate Methyl Butyl Tertiary Ether (MTBE), but MTBE has been banned in California because it was found to contaminate groundwater. Refiners have to stop using the petrochemical by year's end.
Whether or not California gets its EPA waiver, Tesoro will convert to ethanol-blend gasoline, said Lynn Westfall, the company's vice president of development.
"We'd do it anyway," he told Reuters. "We have to get the octane."
The switch will be completed by mid-November, Westfall said.
The other refiner in California that has not switched to ethanol is Valero Energy Corp. (nyse: VLO - news - people). A spokeswoman said they would phase out MTBE by the end of the year.
