RFS Inclusion a Major Step Forward
WASHINGTON, DC -The Renewable Fuels Association (RFA) today applauded the House Energy and Commerce Committee for approving late last night a comprehensive energy bill that includes a 5 billion gallon per year renewable fuels standard (RFS).
“We applaud the House Energy Committee for overwhelmingly endorsing the efficacy of a 5 billion gallon per year RFS,” stated Bob Dinneen, RFA president. “This is a major step forward from the House bill last year and should not be overlooked. It would not have been possible without the strong leadership of Chairman Billy Tauzin (R-LA), Subcommittee Chairman Joe Barton (R-TX), Rep. John Shimkus (R-IL), and many others from both sides of the aisle.”
Dinneen continued, “Last night’s action was the beginning of the process to enact comprehensive energy legislation this year. The RFA will continue to work with both the House and Senate to secure an RFS schedule that reflects the recent growth in ethanol production capacity. The ethanol industry has expanded rapidly in recent years to meet the demand for oxygenates as states like California and New York continue to ban MTBE. As Congress amends current law, it is reasonable that they take into account our industry’s responsible actions to prepare for current law. We commend the progress that has been made and look forward to working with the overwhelming, bipartisan coalition supporting a robust RFS as the process moves forward.”
Under the bill passed by the Energy and Commerce Committee, the current oxygenate standard for reformulated gasoline would be removed, air quality anti-backsliding provisions would be enhanced, and an RFS reaching 5 billion gallons in 2015 would be established. The committee defeated several amendments that sought to eliminate or modify the fuels section. For example, an amendment by Rep. Rick Boucher (D-VA) to eliminate the RFS was soundly defeated by a vote of 14 to 34.
The full House of Representatives is expected to begin debate on the bill next week.
