Ethanol-Feedlot Complex Receives Final Permit

PIERRE (AP) -- The state has issued a permit for a combination ethanol plant and cattle feedlot in Sully County north of Pierre.

The permit from the state Department of Environment and Natural Resources is the last of nine federal and state permits required for Dakota Value Capture Cooperative to operate, co-op officials said.

The proposed $64 million operation would include a 20-million-gallon ethanol plant and a 28,000-head cattle feedlot. Odor and manure from the feedlot would be converted into methane to be burned at the ethanol plant.

Ed Noehre, recently hired as chief financial officer of DVCC, said securing the required permits is a major milestone.

ŒŒMany projects are delayed because they cannot get their permits. The DENR is very strict about water and air pollutants,'' Noehre said. ŒŒOf course when you get a permit that means that they have said that we're doing all of the right things to make sure we comply with state and federal regulations.''

The only thing standing in the way of construction and operation is securing $10 million from the U.S. Department of Agriculture so it can receive long-term financing, said Noehre.
