A proposed integrated beef and energy complex has been granted the environmental stamp of approval.
The South Dakota Department of Environment and Natural Resources recently issued the confined animal feeding operations permit for the complex. According to officials from the Dakota Value Capture Cooperative, this was the last of nine federal and state permits required for operation of the facility.
DVCC has also hired Ed Noehre, Madison, Wis., as its chief financial officer. Noehre will oversee all financial transactions for the facility and he will report directly to the DVCC board of directors.
Noehre said securing all nine permits for the project is a major milestone for DVCC.
"It means a great deal," he said. "Many projects are delayed because they cannot get their permits. The DENR is very strict about water and air pollutants. Of course when you get a permit that means that they have said that we're doing all of the right things to make sure we comply with state and federal regulations."
Nohre said the permit issuance is the result of several meetings with state and federal environmental agents, and various studies of the project.
According to Noehre, with the last operation permit secured, the only thing standing in the way of construction and operation of the facility is securing $10 million from the United States Department of Agriculture, in order to receive long-term financing for the project. Noehre said he is optimistic about receiving the USDA funds.
"Every day we're closer," he said. "The next thing we will be able to tell you is that it's a done deal."
DVCC treasurer Tom Tveit said equity shares are still available for anyone wanting to become financially involved with the project.
