May 8, 2001Iowa Gov. Signs Ethanol Law Gov. Tom Vilsack signed into law new incentives Monday for retailers to sell ethanol, a move backers said would boost the state's farm economy and environment.
The ethanol measure is designed to bolster the fuel's market share in the state, which is currently at 54 percent.
The measure calls for an income tax credit for retailers who increase their sales of ethanol to 60 percent of their total sales. The credit would amount to 2 cents per gallon for each gallon sold over that 60 percent threshold.
The measure includes a provision to stabilize highway funding. The tax on ethanol and regular gasoline goes into a fund that finances highway construction and repairs.
Since ethanol is taxed less than gasoline, increasing its use would drain money from that fund. The measure signed Monday would gradually increase the gasoline tax as ethanol's market share increases.
