November 22, 2000USDA sets sign-up period for bioenergy program
The U.S. Agriculture Department announced on Monday the sign-up period for the $300 million program that offers producers cash incentives to increase ethanol output.
Under the program, the USDA will offer up to $7.5 million in cash payments to individual producers that increase purchases of corn, soybeans and other commodities to expand production of ethanol, biodiesel or other biofuels.
The sign-up period for the 2001 bioenergy program will begin on Dec. 1 and end Dec. 31, said Keith Kelly, vice president of USDA's Commodity Credit Corporation (CCC).
The USDA will provide up to $150 million in subsidies this fiscal year and $150 million in bioenergy incentive payments in fiscal 2002.
HIGHER PAYMENTS TO SMALL PRODUCERS
CCC will provide payments in fiscal 2001 to U.S. producers that increase bioenergy production from eligible commodities between Dec. 1 and Sept. 30, 2001, the end of the fiscal year.
To be eligible under the program ethanol producers must produce and sell ethanol commercially. They must also have authority from the Bureau of Alcohol Tobacco and Firearms to produce ethanol for fuel or sell denatured ethanol rendered unfit for beverage use, the USDA said.
All fuel ethanol production is eligible, but ethanol under 200 proof will be converted to 200 proof gallons before payment calculations are made, the department said.
Biodiesel producers must produce and sell biodiesel commercially and be registered and in good standing with the Environmental Protection Agency, the USDA said.
Eligible commodities for fiscal 2001 are barley, corn, grain sorghum, oats, rice, wheat, soybeans, sunflower seed, canola, crambe, rapeseed, safflower, sesame seed, flaxseed, mustard seed and cellulosic crops.
The USDA will subsidize 40 percent, or one bushel for every 2.5 bushels, of the additional commodities which small processors purchase to increase biofuel output.
Large biofuel makers producing over 65 million gallons a year will get 28.6 percent, or one bushel for every 3.5 bushels, of their commodity purchases subsidized. Producers can receive subsidies of up to $7.5 million per year.
