December 3, 2002North Dakota Governor Outlines Ethanol Growth Plan for State North Dakota Governor John Hoeven recently outlined a series of policy initiatives designed to increase the use of ethanol in his state and to spur the construction of a new ethanol plant.
Hoeven's proposals include:
- Providing new ethanol plants up to $3 million in annual subsidies during unprofitable periods.
- Establishing a marketing campaign to encourage the use of ethanol by the state's motorists.
- Requiring the state to buy flexible fuel vehicles, capable of using E-85) when available even if they aren't the least expensive option.
- Providing state grants to service stations that install E-85 fueling pumps.
Governor Hoeven earlier required all state vehicles to use 10 percent ethanol blended fuel. The state legislature is mulling a proposal to require all gasoline stations to carry 87-octane fuel (regular grade) that is a 10 percent ethanol blend.
