August 6, 2001DEFEAT OF COX/WAXMAN OXYGENATE WAIVER AMENDMENT IS VICTORY FOR CLEAN AIR, CONSUMERS, AND RENEWABLE FUELS House of Representatives Rejects California Opt-Out 125 to 300
Following action by the U.S. House of Representatives today to maintain federal Clean Air Act standards in California, the Renewable Fuels Association declared a major victory for clean air, consumers, and domestic, renewable fuels. By a vote of 125 to 300, the House defeated an amendment by California Representatives Chris Cox and Henry Waxman, which would have allowed California a special exemption from the federal reformulated gasoline (RFG) oxygen standard resulting in dirtier air, higher gasoline prices and increased dependence on foreign oil. The amendment was offered during debate on H.R. 4, the Saving American's Future Energy (SAFE) Act.
Bob Dinneen, president of the RFA, made the following statement after the House action:
"Today was another step forward in the fight to promote the production and use of domestic renewable fuels like ethanol. Sound public policy based on solid science once again triumphed over politics. Using ethanol in California will improve air quality and reduce greenhouse gas emissions. Using ethanol will expand the supply of gasoline and lower consumer prices. Using ethanol enhances our energy security by reducing our increasing reliance on foreign oil.
"California should not seek to roll back the Clean Air Act with special exemptions. By switching to ethanol, California can improve air quality while protecting water supplies and lowering consumer costs. The ethanol industry has the ability - both production and transportation - to supply the California market. Today's vote sends a strong signal that the transition from MTBE to ethanol should start in earnest. The ethanol industry is ready."
