June 7, 2000Farm Aid Package Contains Ethanol Provisions Late last month the U.S. House of Rep. agreed by voice vote to a $15 billion farm aid package agreed to yesterday by a House-Senate Agriculture conference committee. The Agricultural Risk Protection Act of 2000, H.R. 2559, includes $5.5 billion in direct payments to growers to compensate for low commodity prices and $8.2 billion to reduce premiums on crop insurance over the next five years. The Senate is scheduled to vote on the bill this afternoon. Passage is expected, following which the bill will be sent to the President for signature. The bill includes a number of provisions impacting ethanol:
a.. Title II of the bill includes $14 million for the Southern Illinois University at Edwardsville ethanol research pilot plant requested by Sen. Fitzgerald (R-IL), House Speaker Hastert (R-IL) and Rep. Shimkus (R-IL).
a.. In addition, Sen. Grassley (R-IA) included $15 million for Value-added agricultural product market development grants. These competitive grants would be awarded to producers for the purpose of facilitating greater participation in markets for value-added agricultural commodities such as ethanol. Federal matching funds of up to $500,000 would be available for the development of business plans and strategies to create marketing opportunities for producers. Thus, for example, ethanol producers interested in developing a business plan in an effort to open new market opportunities in California, would be eligible for up to $500,000 in matching funds from USDA.
a.. Title III of the bill, the Biomass Research and Development Act of 2000, includes legislation introduced by Senator Lugar (R-IN) and Reps. Ewing (R-IL) and Udall (D-CO) providing $49 million for fiscal years 2000 through 2005 for research and development to produce ethanol and other chemicals and products from biomass.
